An Error Has Occurred FileNotFoundException When Loading Review

Note that this KB was created for the Data Center version of the product. Problem
When loading a review, an error message is displayed with the following message:

A javax.el.ELException was encounted java.io.FileNotFoundException: /path/to/FISHEYE_INST/var/data/uploads/12/34/5678.dat (No such file or directory)Cause
The 5678.dat file is not present in /path/to/FISHEYE_INST/var/data/uploads/12/34/ or the user running Fisheye/Crucible does not have permission to the file.
Resolution
Grant the user running Fisheye/Crucible permission to the file
Restore the missing file the most recent backup
