Upgrade Failed Due to "java.sql.SQLException: Conversion to String failed"

Symptoms

Upgrade fails due to "java.sql.SQLException: Conversion to String failed" when using Oracle.

The following appears in the atlassian-confluence.log:

Cause

The Oracle JDBC Driver used on your instance is not the one supported by Confluence.
