Symptoms

Assuming that you have a space administered by admin with a page (called Page A) restricted to jsmith. The following scenarios are true:

  • jsmith is a normal user that has no space admin rights, but has a permission to view the space

  • admin can view Page A

  • jsmith is not able to view Page A. The following error is shown instead: "You are not permitted to perform this operation". Please note that this is a default Confluence error for users who do not have a permission to see a space

Cause

The issue is caused by Ad Hoc Workflows plugin, when the "Workflow Activity and Drafts Visibility" configuration is set to restrict to only the editor of the page and the space admin. Please refer to this discussion for more information.

Resolution

Change the plugin configuration or disable Ad Hoc Workflows plugin
