Unable to Login to Confluence due to Inactive Application in Crowd

Symptoms
Crowd users are not able to log into Confluence. The following appears in the atlassian-confluence.log:

The Confluence application in Crowd is inactive
Resolution
Log in to the Crowd Administration Console.
Click the 'Applications' tab in the top navigation bar.
Ensure that the Confluence application is active
