Unable to link JIRA issues to Confluence pages due to lack of permission

Symptoms
When attempting to create links between a JIRA Issue and a Confluence Page, the following appears in the atlassian-confluence.log

WARN [http-8090-10] [confluence.plugins.jira.JiraRemoteLinkCreator] handle Failed to create a remote link to xxx in xxx JIRA. Reason: Forbidden
Cause
The user does not have permissions to create links.
Resolution
Ensure that the user is granted a "Link Issue Permission" in order to create links between Confluence and JIRA.
ℹ️ You can use JIRA Admin Helper to check whether the user has the appropriate permission to perform the linking operation in JIRA.
