This is caused when Workbox - Confluence Provider Plugin is disabled.
Resolution
Navigate to Confluence Admin > Manage add-ons.
From the drop-down menu choose System.
Search for Workbox - Confluence Provider Plugin, and click on the result.
Press Enable.
