Symptoms
Users with no administrative permissions see an entry for User Management in the cog icon menu item. When clicking on it, a page stating the user has not enough permissions to see the page is displayed.
Cause
This happens typically in users which have migrated from Confluence Cloud to Confluence Server. The problem is caused because the dark feature unified.usermanagement is enabled.
Resolution
To disable the dark feature:
Log into Confluence with an user with administrator permissions.
Go to the URL <CONFLUENCE_URL>/admin/darkfeatures.action
Click on remove by the entry unified.usermanagement.
