How to get a list of users that has "Subscribe to all blog posts" option checked

Purpose
In Confluence, users are able to set preference to Subscribe to all blog posts in their Notification Settings: Email Notifications
This documentation provides SQL query to get a list of all users in Confluence that has this option marked
