'Error opening file for writing' when Installing Confluence Evaluation on Windows

Symptoms
When double clicking the setup evaluation executable file, Windows displays:
"Error opening file for writing: <Path to confluence.exe>"
Windows has been configured with UAC (User Account Control) enabled.
Cause
This is caused by the user running the Confluence Setup executable without 'Administrator privileges'.
Resolution
Ensure the current Windows user has 'administrative' privileges on the Windows Operating System.
Right-click on the Confluence installation file, and click 'Run as Administrator'.
