Enabling Safe Mode in Universal Plugin Manager Causes Tools Menu to Disappear in Pages

Symptoms
When the Safe Mode in Universal Plugin Manager is enabled, the Tools menu disappeared in all pages. This is often encountered when performing a workaround for System Error when entering plugin support mode in Confluence 3.3.
Causes
The Safe Mode disables the Content Action Menu Sections plugin and thus the Tools menu and possibly other menus may also be disabled (hidden).
Resolution
Enable the Content Action Menu Sections plugin via Confluence Admin >> Plugins.
