Confluence Public Signup is Disabled Due to Enabled Option of External User Management

Symptoms
The following error is displayed when accessing http://<confluence-url>/signup.action
This installation of Confluence is not set up to permit public signup. Please contact the site administrators for more information.
Cause
The "External User Management" option is enabled in Confluence Admin > Security Configuration
Resolution
Disable/untick the "External User Management" option in Confluence Admin > Security Configuration
