Summary
Even after subscribing to the premium plan, users may encounter an issue where they are unable to enable the access control feature, specifically the "Enforce two-step verification" option. This option appears greyed out and inaccessible.

Solution
To resolve this issue, follow the below steps:
Navigate to your Bitbucket personal settings by clicking on the gear icon in the top-right corner of the Bitbucket interface. From the dropdown menu, select "Personal Bitbucket Settings."
In the Bitbucket Settings, locate and access the "Two-Step Verification" section. You can also reach this section directly by visiting the following URL: https://bitbucket.org/account/settings/two-step-verification/manage.
Check whether the "Two-Step Verification" (2SV) is enabled for your account. If it's not enabled, follow the provided instructions to set up two-step verification.
Once you have successfully enabled 2SV for your account, return to the access control settings.
You should now be able to enable the "Require Two-Step Verification" option, allowing you to enhance the security of your Bitbucket account by enforcing two-step verification for access control.
This process ensures that users on the premium plan can effectively utilize the "Enforce two-step verification" option and strengthen the security of their Bitbucket account.
