Devenv.exe Build silently fails to build Artifacts

Note that this KB was created for the Data Center version of the product. Problem
Using Visual Studio's Devenv.exe executable, the Artifacts are not built, even though the job completes successfully.
With the \Log <file> Option in the job, the following appears in the log output by \Log<file>

Unexpected system error mode before loading package [Package Name]Cause
This issue is caused by the Bamboo user's temporary directory filling up
Resolution
Remove the contents of the Bamboo user's temp directory
