Who gets notification on automation usage?

Summary
When the automation executions breaches who gets notified?
Solution
The billing admins gets notified on the 90% and 100% usage of the automation rule.
The site and Org admins will not get notified on this.
In addition, if the rule aborts then the rule owners of the respective automation rule gets notified based on what they have configured in rule details under "Notify on error"(reference screenshot below)
