Solution
Create two distinct workflows, one for the parent issue and another for the child issues.
Incorporate both of these workflows into the workflow scheme and apply that scheme to the necessary project
On the workflow which is been used for parent issue add the “jira.permission.createclone.denied" property to all statuses of the workflow and then republish the workflow.
Note: Please ensure that this property is added to each and every status. Failure to do so may result in the ability for users to clone issues when the child issue is in a particular status.
