Incidents (beta) nav bar missing for some Jira Service Management users

Summary

After enabling the Incidents Feature, only certain users with a valid Jira Service Management access license are able to access/view the Incident option from the left side navigation bar of the Project configured, and based on the public documentation (What is the incidents feature?) any user with Jira Service Management assigned license should have the ability to access:

Due to this being a beta feature, our team in charge can perform a change to the site, which will not require any downtime, and then the Incident (beta) option will be available to any user with a valid Jira Service Management.
