Summary
This document provides an explanation, for why, when attempting to add Estimation to certain Epics in the Epics > Forecast Tab customers may encounter an apparent error message: "Marked out-of-scope for [PI NAME]" for some Program Increments (PIs) but not for others.

Solution
Verify In-Scope Column in Forecast View:
In the Forecast view, check the In-Scope column for the affected Epic. If the checkmark is turned off, this indicates that the Epic is currently marked as 'out-of-scope.'
For Epics marked ‘out-of-scope’ the forecast is not possible.
Note: The Column “In-Scope” is customizable. If you don’t see it, check “Configure Columns” in the Forecast view
Estimation for the Same Epic:
Notably, when you choose another PI for the same Epic, it enables you to perform an estimation.
Compared with other Epics:
It's worth comparing this behavior with other Epics to determine if this 'Marked out-of-scope' message is unique to the affected Epic or if it occurs with other Epics as well.
Conclusion
After a comprehensive analysis, it has been determined that the behavior described, where customers encounter the message "Marked out-of-scope" when adding estimates to certain Epics in the Epics > Forecast Tab is, in fact, expected.
