Startup hangs on Japanese Language Pack (Post Universal Plugin Manager (UPM) Upgrade)

Problem
Bitbucket hangs during Japanese Language Pack and you have already upgraded your UPM as per UPM-5347 - Instance topology submission is attempted even if the MPAC connection is disabled
Bitbucket hags during Japanese Language Pack and there is no clear errors during startup

Bitbucket is unable to create a connection to your database.
There is a packet loss on network between Bitbucket application nodes and the database.
After the Japanese Language Pack appears during startup, there are other processes that Bitbucket runs that doesn't show up in the progress bar in the UI.
Solution
Ensure you can connect to your database from the server running Bitbucket and restart the database and restart Bitbucket.
Ensure that there is no packet loss: check long running transactions in the DB, thread dump and application logs.
